This is an ancient Chinese saying to the effect that people notice those who work very hard to extinguish a fire to the extent that they scorch their hair and eyebrows, but in truth it is those that take precautions on a regular basis not to start a fire in the first place who should be recognized. I often tell this to rookies as the thing to keep in mind as a project manager.
